The nomadic ‘Potala Palace on the sea’

Dongji Qingbang Island is located in the East China Sea and falls under the jurisdiction of Dongji Town, Putuo District, Zhoushan City, Zhejiang Province. It is one of the easternmost inhabited islands of the Zhoushan Archipelago. It lies near the mouth of Hangzhou Bay and close to Shanghai, one of the world’s busiest ports.

Marine regression creates land; marine transgression forms islands. Around 7000–9000 years ago, during the most recent marine transgression, sea levels rose to near their present height. As the coastline retreated inland, Zhoushan separated from the mainland, emerging as a scattered archipelago.

During the reign of Emperor Kangxi of the Qing dynasty, the lifting of the maritime ban led to the revival of the Zhoushan fishing grounds.

By the early 18th century, waves of seasonal fishery migrants began to settle in Zhoushan, expanding to smaller and more remote islands.

In the mid to late 19th century, fishermen from Fujian and Zhejiang Province moved into the outer islands, including Dongji Island, forming distinctive fishing villages. The waters once yielded rich catches, and life was abundant.

By the late 1970s, the widespread use of advanced fishing equipment and detection devices, coupled with decades of overfishing, inflicted devastating damage on marine resources. Once-abundant fishing seasons of the Zhoushan grounds disappeared.

In the mid-1990s, as measures to protect fishery resources were introduced, marine ecosystems gradually recovered. Combined with the growing demand for island tourism facilities, many people slowly returned to the islands to rebuild their lives.

Dongji Qingbang Island, with a land area of just 1.41 square kilometers, once had over 4,000 residents. Today fewer than 1,000 remain officially registered, with only 200–300 staying through the summer and barely a dozen during the winter, as most relocate to Shenjiamen in Zhoushan City.

The hillside houses, rising in layered clusters and known as the ‘Potala Palace on the Sea,’ now largely stand empty, bearing traces of a past.

John R. Gillis, in The Human Shore: Seacoasts in History, wrote: ‘Fishing villages are ‘ever-moving communities’ following the fish. Their fortunes rise and fall, as unpredictable as the prey on which they depend’. Many fishing villages in the Zhoushan Archipelago have shared a similar fate.

Uncle Hai— Dongji Qingbang Island’s Top Gun

Uncle Hai, born YAN Shanyue, grew up by the sea and spent more than a decade as a deep-sea sailor, earning him the nickname ‘Uncle Hai’, ‘Hai’ means ‘sea’ in Chinese.

He is the ‘top gun’ of Qingbang Island, founder of the Qingbang Marine Conservation Center, owner and operator of the island’s central hotel and guesthouse, organizer of food- waste collection and composting efforts, and coordinator of the Clean Dongji Island, Keep Ocean Blue beach-cleaning campaign...

In his youth, Uncle Hai traveled extensively during long voyages, visiting small bars in South America, witnessing the vast African savannah, and even encountering pirates at sea...

‘I feel it’s important for me to see the sea and hear its sound every day. It’s like a placebo for me.’
Uncle Hai

‘How come there’s so much trash here?’

Uncle Hai is originally from Xiazhi Island, Zhoushan, yet he was captivated by Dongji Qingbang Island. He loves the island’s tranquil bays, perfect for kayaking, windsurfing, paddleboarding, sailing, and other water sports. In 2014, he opened the island’s first guesthouse, Haigebi, named for the blue sea and sky that stretch into the distance. But on the nearby beaches, Uncle Hai noticed: How come there’s so much trash here?

The Dongji Sea, located at the easternmost part of the Zhoushan Archipelago and within the central zone of the Zhoushan fishing grounds, lies near the outlets of major rivers into the East China Sea. Influenced by ocean currents and seasonal monsoons, this area has become a major accumulation zone for marine debris.

‘When a typhoon hits, a lot of marine debris comes in with the wind—especially tiny bits of foam plastic. They roll and tumble with the waves, rushing in... then pulling back, and rushing in again. I feel like the sea is trying to tell us something—it's expressing its discontent.’
Uncle Hai

Riverine debris accumulates in the Dongji waters, where the Yellow Sea Coastal Current converges with the Taiwan Warm Current, creating recirculation zones that retain floating debris.

Summer & Autumn
Southeasterly, southerly, and northeasterly winds transport debris onto the eastern shores of Qingbang Island.

Winter & Spring
Northwesterly, westerly, and northerly winds drive debris onto the northern and western shores of Qingbang Island.

In recent years, following mentions and exposure in film and television, tourism on the island has grown rapidly. The influx of visitors, together with the accompanying commercial activities, has led to a continuous increase in waste. Limited transportation and constrained space make waste management extremely challenging. Of this waste, roughly 60% consists of wet waste from local restaurants and households, while the remaining 40% is various types of dry waste.

From DIY trash collector to pro environmentalist

Uncle Hai initially collected trash on his own, whenever he had free time. His approach was simple: the more he picked up today, the less waste would end up in the sea.

Later, Uncle Hai met LIANG Zhu, a local from Qingbang Island. LIANG Zhu was formerly an international tour guide, but she decided to return home to start a business. Today, besides working as an insurance manager, she and her family run the island’s most impressive hotel. Her grandfather participated in the rescue of the Lisbon Maru; her father is an experienced fisherman and skilled island angler; her mother is the head chef of the island’s only wood-fired restaurant.

Through paddleboarding together, Uncle Hai also met Da Hai. Da Hai is from Xiapu, Fujian Province, and grew up by the sea. Initially drawn to Dongfushan Island by its stone houses, he lived there for several years. In 2017, he moved to Qingbang Island, signing a ten-year lease and opening Sky Youth Hostel. He says he chose to run a hostel because he used to be a budget traveler himself and loves the social atmosphere of hostels.

The beach-cleaning campaign Clean Dongji Island, Keep Ocean Blue was initially launched solely by Uncle Hai, with spontaneous participation from LIANG Zhu, Da Hai, and a few other local residents. In July 2020, the Qingbang Island Environmental Public Welfare Development Center of Putuo District, Zhoushan was established. Since then, the campaign has continued under the umbrella of the Qingbang Marine Conservation Center, becoming more organized and strategically planned, while also moving toward a more sustainable and long-term operational model.

Qingbang Marine Conservation Center has implemented pilot programs for waste sorting, signed ‘Zero-Waste Island’agreements with over 30 local businesses, and conducted systematic surveys of the island’s waste— tracking quantity, sources, and changes over time. Uncle Hai and his fellows also visited individual households to understand residents’ perspectives on marine debris and to encourage their participation in waste sorting and recycling.

2025 marks the 10th anniversary of the Clean Dongji Island, Keep Ocean Blue initiative. By the end of 2021, more than 500 participants had joined, removing over 300 tons of waste.

‘Everyone understands happiness differently. Each person has their own definition. You have to be on the ground, experience real life, meet the locals. What they show you is nothing like what you see on the internet.’

‘Design is a marathon.’

In 2024, as ZUCZUG marks its 22nd anniversary, we launch ZUCZUG 22 Longer-Lifespan Product—a continued exploration into sustainability. Over two decades of practice have continually reminded us to stay attuned to the lived experience of everyday life and work, and to revive our sensitivity in the process of making and developing.

Within ZUCZUG 22 Longer-Lifespan Product design approach, we move away from purely visual aesthetics and shift our focus toward practicality.

Anchored in co-building, we step out of the fashion industry to work together with partners across various fields engaged in sustainable and social welfare projects, co-developing longer-lasting products.

‘Nearly two decades of work—mostly following a fast-paced, formulaic rhythm. In traditional fashion, designers are expected to be responsible for beauty—to offer more and more choices. “New” vs. “old”, “trending” vs. “outdated”... those ideas keep getting repeated. Eventually I started to wonder: is there any design that truly needs to be made? “Design is a marathon.” And after a long run, designing ZUCZUG 22 Longer-Lifespan Product became a new signpost on the road for me.’

‘One person can go fast, but a group can go farther.’

In the summer of 2023, we met RETRAZE, a fabric manufacturer specializing in recycled materials from both high-altitude mountain plastics and island plastics, at the Future Fabrics Expo (FFE) in London. Steven Cheung, founder of RETRAZE, said: ‘Instead of constantly complaining about the severity of plastic pollution, we decided to take action. We recycle plastic products into yarn, and ultimately into fabric. This isn’t just idealism—it’s something that can actually work commercially.’ At that time, Dongji Qingbang Island happened to be one of RETRAZE’s island-plastic recycling project sites.

In April 2024, after a two-day journey delayed by strong winds and rough seas, we finally reached the Dongji Qingbang Island for the first time. Standing on the beach, we were confronted with waste that urban life had made invisible—now piled in front of us. The garbage hadn’t vanished; it had merely been displaced and transferred to forgotten places.

The conversion of plastic waste into fabric is not only technically demanding, but also requires a minimum material threshold for each production run. We value every opportunity to turn collected waste into production.

In July 2024, we launched the first collection of ZUCZUG 22 Longer-lifespan Product, titled ‘Dongji Qingbang Island:From Beachcombing to Clothing’, at the ZUCZUG headquarters in Shanghai. We invited Uncle Hai, LIANG Zhu, and Da Hai to the launch event to present the new collection.

Longer-Lifespan Product

We approach design like assembling a puzzle—integrating environmental sustainability, product functionality, real-life use, and refined aesthetics—color, form, and detail—into a coherent whole, creating products built to withstand the test of time.

‘22’ is a number representing time, while the digit ‘2’symbolizes the intersection of two ends—balancing the consumer society and the natural world, linking industrial- scale production with individual, hands-on practice. We believe that true sustainable balance can be achieved through design and collaboration across seemingly opposing ends.

We’re still learning what it takes to make this kind of circular system truly work. For now, we’re calling it a ‘Longer-Lifespan Product.’
